I've read a lot of yuri web novels, and this is one of my favorites. I never know how spoilery I should get in a review, so I'll talk about the personalities of the protagonists and try not to spoil outside of tagged parts.

Akami loves Mashiro from the start, but she's shy and easily embarrassed, so while trying to work up the courage to confess, she suggests doing certain things that will deepen their relationship whenever she can work up a little courage. Also, while she's shy, she's also a... more>> bit of a thirsty girl (references about that, plus a few non-explicit but descriptive events, is why the story has a Mature genre tag).

Mashiro, well, doesn't hesitate, as the title suggests, which translates to her acting pretty shamelessly and escalating/sustaining the situations Akami instigates, leading to her getting incredibly embarrassed. (Story flow spoiler) :

Quite a lot of the story involves the two actually being together as a couple, and Mashiro often forthrightly speaks her feelings, aka shamelessly flirts with Akami.

Also, there are a fair amount of side chapters about other characters, mainly about one particular pair of characters, but not always concerning them.
